Notice of approval

Proponent: The Corporation of the City of Mississauga
Evironmental assessment file number: MU-0715-02

Take notice that the period for requiring a hearing, provided for in the Notice of Acceptance of the Environmental Assessment for the undertaking, expired on November 3, 1995. I have received one submission requesting a hearing by the Environmental Assessment Board with respect to approval to proceed with the undertaking, however, I have decided that the enclosed terms and conditions of approval can adequately address concerns and a hearing is unnecessary.

Having considered the purpose of the Act, the Environmental Assessment of the undertaking as accepted and the submissions received, I hereby give approval to proceed with the undertaking, subject to terms and conditions in Appendix A.

Reasons

My reasons for giving approval are:

  1. The deficiencies and the outstanding issues identified by the public and the Environmental Assessment Branch following reviews of the Environmental Assessment (EA) and the Supplementary Information Package will be addressed by the City during the Master Plan process as outlined in the terms and conditions (attached).
  2. As prescribed in the terms and conditions, the City will be required to re-evaluate alternative types of gardens and the degrees of development which may be associated with each type of garden on the Burnhamthorpe site.
  3. This evaluation of garden types, will include consideration of gardens which would reflect aspects of a nature interpretive centre.
  4. The Master Plan will be carried out in consultation with affected government agencies and the public to ensure that concerns raised including those expressed regarding the type of garden, the degree of development, and corresponding impacts can be addressed.
  5. Condition 4(h) of the terms and conditions has been revised to include a provision for some of the Steering Committee meetings to be held outside of the City’s regular business hours to accommodate public members with employment conflicts.
  6. On the basis of the proponent’s Environmental Assessment, the review, the Supplementary Information Package, and the terms and conditions of approval, the construction, operation and maintenance of the undertaking will be consistent with the purpose of the Act (section 2).
